Hi Richard,
A 1 foot cavity would be quite a large volume to foam. It might be possible to apply foam to the underside of the roof decking to a lesser thickness but access and uniform covering might be a challenge. Foaming around wiring is fine but be careful if there are recessed light fittings that could overheat if foamed in. Blown in cellulose or fiberglass insulation is another choice.
If there is any possibility of a roof replacement coming due consider removing the old roof decking, insulating from above and replace decking, urethane membrane, and sheathing. That would give you the opportunity of upgrading to current code and getting substantial insurance discounts, even a possible tax credit.
In all cases be sure to find a reputable contractor who knows and installs to best practice not just the cheapest quote.

I have a two story building built in the 1950s with an apt on the second floor under a flat roof with about 1 foot between the roof and the apt ceiling. Can I space holes in the ceiling and spray in foam insulation the same as you describe for a wall cavity? What suggestions can you make for such an application? Thank you.

Hi Russell,
You can spray expanding foam insulation directly between the rafters. You should then add a vapor barrier over the foam and rafters.
Depending on your climate and weather you might consider furring out the rafters to 6" in order to get adequate R-value and better comfort and energy savings.
